Tax rebate for robbers in the Netherlands

According to the Sunday Times, a Dutch "magistrate ruled recently that an armed robber was entitled to a tax rebate on the cost of his gun as a tool of his trade". A welfare state doesn't only adopt functions which doesn't belong to a state, it also seems to abandon those functions which actually belong to a state, like protecting people against force, theft, fraud, and so on.
